The site lies within the Stoneygate Quarter in Preston City Centre and is the site of the former Horrocks Mill. As part of wider regeneration and modernisation of its estate, Onward Homes identified the site as having the potential to deliver up to 380 dwellings and a small amount of complementary commercial and retail space.

We led a programme of pre-application engagement which helped support the timely determination of the application.

These were used to identify the key planning considerations, test emerging proposals and to establish the clearest possible route through the planning process.

We coordinated with the client, design and technical teams to ensure a robust but flexible outline planning application was made.

Following submission, we maintained active dialogue with the City Council and the project team to keep the application on track, with approval at committee in the shortest possible timeframe.
