Overview

The South Marston and Rowborough Villages are being delivered by a consortium of national housebuilders. We were retained by Vistry Homes to coordinate reserved matters and condition discharge applications for their residential parcels. In common with most developments of this scale, the key challenges at the implementation stage have been:

  • Transforming the vision and promises of an outline permission into reality.
  • Drawing out design parameters and mitigation measures from the substantial suite of technical reports and drawings prepared in support of the outline planning application and relaying them clearly and succinctly to the consultant team.
  • Ensuring that approvals are granted in sufficient time to allow construction to commence in line with client expectations.
Our role

The project is managed and resourced by our Reserved Matters team, who have provided dedicated and focused expertise in the multi-stage consenting process following the achievement of outline planning permission. On the South Marston and Rowborough Villages, the process has involved:

  • A comprehensive due diligence process that involved a review of the outline planning permission (including Section 106 Agreement) and the preparation of a Planning Strategy Note.
  • Coordination, briefing and management of the design team (pre and post submission). Focus on ensuring that outputs are compliant with the outline permission and delivered in accordance with an agreed programme.
  • Proactive liaison with the Local Planing Authority to ensure that the post-submission process is as streamlined as possible.

To date, we have secured two reserved matters approvals for a total of 266 dwellings. A third reserved matters application is due to be submitted in Spring 2026.
