Tom has over a decade of largely public sector experience, managing a wide range of projects throughout his career. Working in the public sector in the Midlands, his work has been diverse but with particular expertise in planning policy. This has included the local plan process, being the policy lead on key sustainable urban extensions and strategic employment sites, advising on a number of potential development sites and participating in Local Plan Examinations and Section 78 appeals.

He has undertaken and commissioned extensive evidence base material including leading on Strategic Land Availability Assessments, Housing and Economic Needs Assessments and New Settlement studies.

Tom has recently lead on the completion of the Settlements and Countryside (Part 2) Local Plan and has extensive knowledge of the local plan process.

Recent clients include Spitfire Homes, Crest Nicholson and CEG.

Tom is a Chartered Member of the Royal Town Planning Institute.
