SURBITON ROAD, KINGSTON
We were commissioned by Oak Narwana LLP to assist with the residential-led, mixed-use redevelopment of 39 – 41 Surbiton Road in the Royal Borough of Kingston upon Thames (RBKUT). Prior to our involvement in the project, the site had been subject to a refusal by RBKUT followed by an appeal, dismissed by the Planning Inspectorate.
Our Solutions
We developed a multi-step planning strategy to address overcome historic reasons for refusal, and address an overarching land use issue associated with the site. The strategy involved submitting an office to residential prior approval application, which was granted. Following this, we submitted a full planning application for the comprehensive redevelopment of the site.
In the lead up to submitting the application, we worked closely with the project architect to ensure the proposals respected and retained the locally listed building’s existing façade to Surbiton Road, as well as creating a new, visually interesting and active frontage onto Southsea Road. During the assessment process, we also worked closely with the case officer, client and project team to overcome several objections relating to design, transport drainage and agent of change (noise).
The Outcome
We secured committee resolution to grant for the mixed use development, recommended for approval by the RBKUT Planning Department, the Kingston Town Planning Sub Committee unanimously voted to uphold the Council’s recommendation (subject to conditions and a s106 legal agreement).
The scheme will deliver 291sqm of flexible retail and office floor space at ground floor level, with 9 residential units above. All residential units are dual aspect and will provide high quality living accommodation, with access to private amenity space, and a large communal courtyard at first floor. Four of the nine units are wheelchair accessible, and the remaining five units would be wheelchair adaptable.
