Land South of Barnham Station, Barnham

We were appointed by Gleeson Land to promote a 14 hectare greenfield site on the edge of Barnham in Arun District. The Council’s adopted Local Plan was out of date, it was not bringing forward a new Local Plan in a timely way, and housing land supply in the district was just 2.4 years.

Our Solutions

To bring forward development in a timely way, we led a multi-disciplinary team in the preparation of an outline planning application for up to 200 homes, including up to 60 affordable homes, together with 7 hectares of new publicly accessible open space.

The Outcome

The Council was unwilling to engage meaningfully with us during the pre-application or application processes and upon notifying them of an intention to lodge an appeal on the grounds of non-determination, the application was refused in February 2021 with 10 reasons for refusal.

An appeal was lodged and was heard at a Public Inquiry in November / December 2021. By the time of the Inquiry, we had successfully negotiated with the Council to not pursue 5 of the reasons for refusal. As such the Inquiry focussed on the suitability of the location for housing in the light of the housing land supply deficit in the district, the effect on the character and appearance of the area, the effect on the setting of listed nearby buildings / Conservation Area, the suitability of proposed pedestrian and cycle linkages to facilities, matters of foul and surface water drainage, and infrastructure delivery generally.

The appeal was allowed in January 2022 and the site was subsequently sold to Barratt David Wilson Homes who secured the necessary reserved matters approvals in January 2024, with development to commence later in the year.
