We were commissioned to advise the Homes and Communities Agency (HCA) on a Planning and Development Strategy for the former Whittingham Hospital Site in Preston. The Site had received a variety of planning permissions over a 20-year period prior to our involvement, although no development had actually taken place.
In partnership with the project manager, we led the wider project team and advised the HCA with regard to the actions required to bring the Site forward to market. This comprised of the preparation of a planning strategy, formulation of an agreement with the Local Planning Authority and revision of the existing consent for the Site. The resulting comprehensive Phasing and Development Strategy took into account the emerging Site preparation and infrastructure delivery provisions required to ensure the viability of each phase of development.
In addition, we also led an engagement strategy with the Whittingham Sports and Social Club which currently occupies part of the Site, working closely with members to assess future community needs for sports and leisure provision.
At the conclusion of the project, the HCA sought expressions of interest from developers for Phase 2 of the development. We produced a Planning and Disposal Brief for all relevant stakeholders, outlining additional due diligence work from the project team. Development has now commenced on Site.
