We co-ordinated and prepared a planning application for a major retail unit of 9,040 sqm on Greenfield Road in Colne. The development, branded and operated as part of Boundary Mill Stores complex, was to provide 300 jobs on an important gateway site.
We prepared the application submission, including Planning and Retail Statements and co-ordinated the production of a number of other assessments undertaken by specialist consultants. The Site is adjacent to Junction 14 on the M65, so we also engaged in extensive discussions with the Highways Authority. Upon submission of the application, we led on the post-submission discussions with the Planning Authority and Lancashire County Council and presented the application to the Planning Committee.
The application was conditionally approved and we were subsequently appointed to manage the pre-construction process, negotiating the discharge of conditions and the overseeing the Section 278 tendering process by the Highways Authority.
