We were appointed by Bloor Homes to prepare and submit an outline planning application for 56 homes, including 21 affordable homes, in Mawdesley. The Site was not originally identified as a housing allocation in the Partial Version Chorley Local Plan.
With Mawdesley classed as a smaller village under Central Lancashire Core Strategy, it was necessary to demonstrate ‘exceptional reasons’ to justify the development. To do so, we presented the delivery of affordable housing and the relocation of an existing local business as exceptional reasons to support the proposals. In addition, we submitted a screening request to confirm that the proposals did not constitute an Environmental Impact Assessment development and conducted detailed public consultation exercises. During the planning application process, we worked closely with the Local Planning Authority and other statutory consultees.
Following the application, the Case Officer recommended the development for approval to members of Chorley Borough Council’s Development Control Committee. A subsequent application for the approval of reserved matters was also approved at a later date.
