We were appointed as part of a consultant team to produce a Development Framework for Northwich Town Centre. A key element of the Development Framework was to enable the delivery of the 8.3 hectare Barons Quay development; a retail-led, mixed-use development identified by the Vale Royal Local Plan.
Through the use of robust planning, regeneration and communication strategies, we worked to bring the Barons Quay development, along with other sites, through a delivery programme over a 5-10 year time period. More specifically, we were involved in delivering a positive Planning and Development Framework that would be supported by the Local Planning Authority, key stakeholders and senior Council Officers.
The Framework, designed to facilitate the regeneration of the town centre, was endorsed by the Council Executive. We subsequently led on the management and preparation of a hybrid planning application and Environmental Impact Assessment for the 40,000 sqm retail-led, mixed-use scheme. Planning permission and Conservation Area consent was granted with a unanimous vote in favour at the Strategic Planning Committee. The Phase 1 anchor stores have now been completed.
