Peter Mawson


With 35 years of wide ranging experience in senior leadership and practitioner roles across the built environment, Peter combines leading industry expertise, strong business development skills and exceptional client, stakeholder and political awareness with a powerful market presence.

After 12 years in the public sector (Basildon and Telford New Town development corporations) as both a Chartered Town Planner and Chartered Surveyor, Peter joined Donaldsons LLP. Initially specialising in advising public sector clients on major development projects, Peter ultimately combined this senior practice role with leadership of the firm. As Chief Executive from 1999 he oversaw its rapid growth and international expansion until the sale of the practice to DTZ in 2007.

Following two years as DTZ Operations Director (Europe, Middle East and Africa) Peter joined West Northamptonshire Development Corporation (a central Government sponsored development and investment organisation) to lead the Corporation through its final, five-year delivery phase. Again combining business leadership with strategic project implementation, Peter was at the forefront of delivering major regeneration schemes in Northampton, Daventry and Towcester, including the creation of Innovation Centres at Northampton Waterside and in Daventry, an entirely rebuilt and expanded Northampton rail station, a major extension to Towcester town centre and a new £350m campus for the University of Northampton.

Following the statutory close of WNDC in 2014, Peter now combines chairmanship of Nexus Planning with a portfolio of non-executive and advisory roles across property, planning, development and regeneration.

Roger Tustain

Roger Tustain

Managing Director

Roger has over 23 years’ experience in the development industry, ten of which were in the public sector where he was involved in public policy and major development implementation. This provided him with a detailed awareness of the technical and political issues associated with strategic development and major urban growth. He currently advises a range of clients on major mixed use projects. These range from urban extensions in numerous locations throughout the UK, a major housing led regeneration project in London and a free standing new settlement based upon Garden City principles in Warwickshire.

He has presented evidence at regional planning examinations, local plan examinations and public inquiries across the UK. He has also presented his views on planning on Radio 4 and frequently comments in the development press. Roger was a speaker at the 2012 Resi Conference expressing opinions on Localism and its impact on the development industry.

Adam Ross

Adam Ross

Executive Director

Adam previously worked for Portsmouth City Council, GVA Grimley and Network Rail before joining Broadway Malyan’s planning team in 2002 where he was a Director of Planning. He works for both private and public sector clients in locations across London and the UK. His work is diverse and ranges from mixed-use developments in London to strategic residential projects in Sussex, Oxfordshire and Shropshire. Adam has an excellent understanding of the increasingly important neighbourhood planning process, having successfully engaged with the Thame neighbourhood plan process (the first in the UK to successfully allocate residential sites) and securing major residential allocations for his client. He is an accomplished expert witness and has given evidence at planning inquiries, hearings and local plan examinations.

Peter Tooher

Peter Tooher

Executive Director

Peter has over 20 years of consultancy experience spent working with both public and private sector clients throughout the UK. Peter’s particular strength stems from the range and diversity of projects upon which he has advised, including strategic development frameworks, retail developments, estate regeneration, major infrastructure projects, urban extensions, heritage strategies and neighbourhood plans.  As well as providing planning and regeneration advice he has also been retained to manage developer procurement and delivery on a number of projects. This breadth and depth of experience enables him to provide well rounded, delivery focused planning, development and stakeholder management advice.

Peter is a past chair of the North West RTPI and a member of the Academy of Urbanism.

Amanda LR2

Amanda Balson


Amanda has extensive experience in the private sector including over 20 years in planning, with a focus on major mixed use schemes including retail and leisure development and residential. She specialises in co-ordinating complex planning and development projects with emphasis placed on securing planning permissions through consultation and negotiation in accordance with the client’s objectives.

Amanda’s clients have included M&G Real Estate, Hermes, Henderson Global, Kajima, Capital & Regional, Simons Group, Lloyds Bank, AA Projects, Countryside and Grainger PLC.

Amanda joined Nexus Planning as a Director in the London office in May 2015.

She is a member of the Royal Town Planning Institute.

rob Pearson

Rob Pearson


Rob is a chartered town planner with 15 years’ private sector experience. This includes dealing with a wide range of planning applications and the preparation and presentation of appeals, both through written representations and appearing as an expert witness at Inquiry. Rob has also produced a number of studies for Local Authorities, as well as conducting Peer Review Audit work on behalf of a number of London Boroughs and authorities across the country.

Rob specialises in the retail, residential and commercial sector, and has led large mixed-use schemes for a number of private sector clients across England, Wales and recently in Europe. This work entails initial site finding exercises, the preparation of detailed census-based assessments, pre and post application discussions with Local Planning Authorities, and the discharge of conditions and legal obligations through to the realisation of the project.

Lance Flannigan

Lance Flannigan


Lance is a Consultant Director of Nexus Planning.  He has been in private practice for over 25 years, including 21 years as Director of Planning at Broadway Malyan.  Prior to this, he held positions with Manchester City and Reading Borough Councils.

He brings considerable knowledge and experience to the Nexus Planning team, having dealt with all aspects of planning during his career, spanning all development sectors.  His analytical and problem-solving skills, sound judgement and commitment to delivering results for his clients have led to an enviable track record of success.

In recent years, Lance’s career has focused on planning applications and Section 78 appeal work for major commercial, mixed use, retail, leisure and residential schemes.  He has particular experience of public/private regeneration projects and development in the Green Belt / AONB’s.  Current clients include BP International Limited, Muse Developments, Anytime Fitness and CALA Homes.

Lance is a highly experienced and successful expert witness, having given evidence in major Section 78 appeals and arbitration cases.  He has worked with and against many of the UK’s top planning barristers and has close links with the leading barristers’ chambers.

Adrian Keal

Adrian Keal

Associate Director

Adrian is a qualified architect and town planner who brings over 30 years of development experience to the wide range of projects in which he is involved.  He is an Associate Director who manages planning and urban design projects on behalf of an extensive client base.  Adrian has secured beneficial planning permissions for many complex developments for public and private sector clients.  He co-ordinates the preparation of environmental impact assessments, working with a wide range of associated sub consultants.  He also manages public consultation exercises.

He has managed several large scale, long term redevelopment projects including St Peter’s Hospital in Chertsey and St Ann’s Hospital in Haringey.  His understanding of architectural issues enables him to understand and resolve wide ranging development issues.  Adrian has worked for Broadway Malyan for 25 years and is a team leader working from the Nexus offices in Weybridge.


Rosanna Cohen


Rosanna joined Nexus in January 2016 having gained previous experience in the public and private sectors. She has a Planning Masters from Manchester University and has worked for White Peak Planning in Manchester, and most recently for NHS Property Services providing planning advice to the NHS.

Rosanna has assisted on large residential and mixed use projects and has secured permissions for community uses and change of use applications. She has experience of liaising with Local Councils, making representations and promoting sites through the development plan process. Rosanna is currently working towards becoming a chartered member of the RTPI.

Luke Challenger

Luke Challenger


Luke is an Associate with Nexus Planning and has over seven years’ experience in the development industry, the majority of which as a chartered member of the Royal Town Planning Institute (MRTPI). He works for a range of private and public sector clients on projects across the UK with a specialist focus in the south east. Projects range from: strategic land promotion in Chichester, planning and project management of major planning applications in Wokingham and Harrogate districts, and creation of an infrastructure delivery plan for a 3,500 home urban extension in Sussex. This experience has provided him with a detailed awareness of planning and technical issues common to large scale residential led mixed-use development schemes, and a strong commercial awareness of the industry.

Rhian Stratton

Rhian is an Associate at Nexus Planning with over 8 years of experience working for a range of public and private sector clients where she specialises in planning, regeneration, urban design and engagement.  Working for local authorities, the HCA, private sector developers and house builders means that she has a unique understanding and role in brokering relations to maximise development opportunities and benefits to local communities whilst navigating the planning process.  Her commercial and political awareness means that both parties benefit from her knowledge and experience in producing deliverable schemes that create attractive places to live, work and enjoy.

Her skills also provide an essential bridge with other disciplines, fundamental when working on major developments and complex schemes, small-scale site appraisals, town centre and housing strategies, development frameworks and design briefs, design and access statements and planning applications. Rhian successfully gained planning consent for the £50M retail, leisure and mixed-use, town centre scheme at Barons Quay in Northwich, Cheshire and worked closely with the local community, members and stakeholders before receiving a unanimous vote in support of the application at planning committee.  She is retained to advise the University of Chester, worked on the award-winning neighbourhood renewal project in Bolton and is involved with a number of and residential schemes and neighbourhood planning areas.

Oliver Bell

Oliver Bell


Oliver is an Associate at Nexus Planning with over 6 years’ experience in the development industry, half of which was spent in the public sector working for Guildford Borough Council and Woking Borough Council in Development Management. He works for both private and public sector clients in locations across the UK on a broad range of development projects, from strategic residential schemes to new office developments, including a new headquarters building in Northampton. He is also working on a number of projects in London, including major residential-led mixed use schemes in Haringey and Fulham.

Justin Cove

Justin Cove

Associate Director

Justin Cove is a chartered town planner with over 15 years’ experience. In his consultancy roles, he has worked for private and public sector clients on a variety of planning and development instructions. His experience to date includes negotiating major strategic sites through the Local Plan process, submitting and negotiating complex planning applications, Expert Witness at Public Inquiry, Examination in Public, undertaking site planning appraisals and project managing multi-disciplinary teams in order to deliver major development proposals.

Justin has gained experience across a range of sectors, including residential, employment, retail, mixed use and renewable energy. He has also worked for two major real estate companies which has given him a commercial awareness of the development and property industry. Justin therefore has a broad understanding of the planning profession and is able to deal with wide ranging and complex issues.

Justin is on the Regional Activity Committee for the North West branch of the Royal Town Planning Institute.

Amy Stone

Amy Stone


Amy joined Nexus Planning in February 2013. She has worked on a broad range of projects including assisting with the promotion of a 3,000 dwelling development in Stratford-upon-Avon. This involved the production of an SPD for the site along with an Environmental Assessment to accompany it. She has experience of assisting with the preparation of a planning application and appeal for a residential development within an AONB and has been actively involved in several consultation days, successfully engaging with the public and local councils. Amy has also gained several change of use permissions for units in and around London.

Amy completed her masters in “Spatial Planning” at Oxford Brookes University. She spent a month working for Sutton Borough Council and has work experience in DTZ’s planning department. Amy is currently working towards her APC in order to become a chartered member of the RTPI.


Philippa Curran

Associate Director

Philippa is an experienced consultant with over 11 years’ experience in the field of regeneration and strategic planning. She has been responsible for a range of master planning and regeneration work in the UK, and has extensive experience of development projects, working with delivery agencies and assisting in developer procurement exercises. She has also written articles for trade press, including Property Week.

Recent projects include the Twickenham Area Action Plan for The London Borough of Richmond and the Cotgrave Town Centre Masterplan and Implementation Plan, both of which are now being delivered.

Philippa manages several Development Framework Agreements, including Nexus’s role on the Homes and Communities Multidisciplinary Panel. She also has a particular strength in stakeholder engagement and consultation, having achieved consensus on complex schemes.

Philippa previously worked at the London Borough of Greenwich where she completed the National Graduate Development Programme (the NGDP). Whilst at Greenwich, Philippa worked in a variety of roles within the housing strategy and strategic planning teams, most notably working on the comprehensive development of the strategically important Kidbrooke area, comprising over 4,000 homes, a new transport hub plus new shops and community facilities.


Zena Foale-Banks


Zena recently joined the London team and has experience working at planning consultancies in Brisbane, Australia. She has worked for public and private sector clients on projects of varying sizes across Australia. Her planning experience includes economic development and land use strategies, neighbourhood planning, and statutory development projects. Zena has developed skills in the preparation of applications for development approvals including the preparation of town planning reports and assessment against relevant planning schemes. Her experience includes domestic scale detached dwellings, multiple dwellings, short term accommodation, low and high impact industrial, education establishments and community facilities. Her involvement in these projects has included preparation of development applications, project management, public consultation and provision of preliminary planning advice.

She has recently moved to London to broaden her experience in undertaking retail studies, neighbourhood planning and development applications for Local Planning Authorities across the UK.


Andrew Somerville


Andrew has more than 10 years’ experience working in both the public and private sectors. He has a proven record of delivering strategic residential development, providing for the housing needs of the area, whilst ensuring that infrastructure requirements are fully addressed.

He is also skilled in project managing and negotiating complex, mixed use development schemes in constrained urban locations. This includes s106 agreements, affordable housing and phasing arrangements. Andrew is experienced in managing teams of consultants to tight deadlines.

Andrew also has substantial experience in delivering significant railway infrastructure projects. He was the lead planner in securing consents for the £850 million Reading Station Area Redevelopment, including new station, track expansion, and very large railway depots and viaducts.


Natasha Bullen

Graduate Planner

Natasha joined Nexus Planning as a Graduate Planner in April 2016. She holds a Geography degree from the University of Reading and is currently working on a Masters in Spatial Planning and Development at the Henley Business School at the University of Reading.

To date, Natasha has provided background research on a number of sites for clients, examining planning policy and history of relevance. This has enabled informed decisions to be made.


Leanne Williams

Senior Planner

Leanne joined Nexus Planning in March 2014 having completed her Masters in Planning, Design and Development at University College London and BA (Hons) degree in Town and Country Planning at the University of Manchester.  Her training has included an internship at URS as well as work experience with Wandsworth Borough Council and the TCPA.

A Buckle

Alasdair Buckle


Alasdair arrived at Nexus Planning with a range of experience, advising clients on projects including strategic land promotion and planning applications for residential, commercial and educational development.

His experience has predominantly come from projects in Inner and Outer London and the South East. This has provided him with an understanding of the diversity of planning issues between urban and rural areas. Alasdair is a Licentiate member of the Royal Town Planning Institute and is working towards chartership.


Fay Goodson


Fay joined Nexus Planning in February 2015. She holds a Geography degree from the University of Portsmouth and a Masters in Regional and Urban Planning Studies from the London School of Economics.

She joins Nexus from Evans Jones where she worked on a variety of projects including small housing schemes, conversion of listed buildings, and change of use applications. Larger projects included assisting on an outline application for 90 houses on AONB land and attending appeals, including a public inquiry against a large developer.


Helen Hartley

Senior Planner

Helen joined Nexus Planning as a Senior Planner in August 2015.  She has previously worked in the consultancy sector and before that for a property developer based in the North West.  Her experience has focused predominantly on residential planning and has included site appraisals, representations on policy documents, involvement with appeals, stakeholder engagement and project managing multi-disciplinary teams.

She has provided advice on a wide range of projects, including residential, commercial and mixed use, successfully progressing large scale schemes through the application process.

Helen is a chartered member of the Royal Town Planning Institute.

Dominick Veasey

Dominick Veasey

Associate Director

Dominick Veasey has over ten years strategic and development management experience gained from both public and private roles. Prior to joining Nexus in 2011 he worked for the South East England Regional Assembly and at the DCLG.

He works for both private and public sector clients in locations across the UK. His work is diverse and ranges from large strategic residential promotions in West Dorset, Basingstoke and greater Southampton to applications for development within Oxfordshire and Nottinghamshire.

Dominick has extensive experience in preparing and analysing demographic and socio-economic population and household projections, particularly in relation to determining objectively assessed housing need. To support planning applications, appeals and local plan promotions he has significant five-year land supply analysis experience.

At DCLG and the Regional Assembly he also developed a strong track-record for undertaking strategic economic and retail analysis and policy development. From his work on the Government’s Mary Portas Review, he was appointed to undertake a national series of ‘planning for town centres’ training conferences.

Dominick has an in depth knowledge and experience in neighbourhood planning from his time at DCLG and through being actively involved with both promoting and securing land allocations within the Thame Town Plan, and being appointed to prepare the joint Henley and Harpsden Neighbourhood Plan.

James S

James Singer


James is an Associate at Nexus Planning with experience working for a range of private and public sector clients on residential, retail and commercial mixed-use projects.

He has provided advice on development sites across the UK, with a specific focus on London, and is experienced in the preparation and management of planning applications of various sizes, and project managing multi-disciplinary teams for a wide range of private residential, affordable housing and commercial led developments. James is also experienced in the production of retail impact assessments, retail audits and retail studies for Local Planning Authorities.

James joined Nexus Planning in the London office in August 2015.


Zoe Knott

Senior Planner

Zoe joined Nexus Planning in 2013 having previously gained experience at Wokingham Borough Council. She works for both private and public sector clients in varied schemes across the United Kingdom. To date Zoe’s experience has covered a wide range of projects including large scale housing schemes, environmental impact assessments, green belt analysis, neighbourhood plans and mixed use developments.

Esha Banwait

Senior Planner

Esha is a Senior Planner with over 5 years of experience.  She possesses a range of skills including development management, feasibility studies, interpreting planning policy, project management and community and stakeholder engagement. Her academic background is also in Planning. Esha works on a range of private and public sector projects across the UK, including residential, mixed use, commercial and retail schemes, fostering proactive engagement with the public and local authorities.

Prior to joining Nexus Planning, Esha worked for one of the most dynamic London Boroughs where she led large-scale development projects for Tower Hamlets Homes, alongside a comprehensive case load comprising major-scale development applications and pre-applications. Prior to her move to the UK, Esha worked as a Planning Consultant for one of Australia’s biggest multi-disciplinary organisations where she led large-scale projects for high profile clients such as Telstra Corporation Limited.

Steven Doel

Principal Planner

Steven joined Nexus Planning in February 2014. He worked previously for Guildford Borough Council and Elmbridge Borough Council, gaining nearly ten years of experience in the public sector, including seven years in a Development Management role. With a Masters in Planning and Sustainability, Steven brings a breadth of knowledge to Nexus Planning having dealt extensively with large scale residential and mixed use development schemes as well as a variety of appeals.

To date, Steven has been involved with a diverse range of projects at Nexus Planning, including strategic land promotion and residential-led regeneration schemes in London and the South East.

Alex P

Alex Pease

Bid Manager

Alex is bid manager for the practice, with proven bid, tender and proposal experience gained from working in a consultancy environment for almost 10 years. With strong business development, graphic and stakeholder coordination skills she is an integral part of the team. Alex also helps coordinate many of our tender frameworks, including the Homes and Communities Agency multidisciplinary framework.

Following 18 years with Broadway Malyan, Debbie now looks after the general office administration, financial reporting and invoicing for Nexus Planning, as well as assisting the team in a secretarial role.
